Requesting the President of the Federated States of Micronesia to initiate, plan and execute the withdrawal of four percent of the funds in the Compact Trust Fund to be distributed to the four states in the FSM.

WHEREAS, the 2023 Amended Compact did not include provisions for inflation; and

WHEREAS, the current circumstances of all the States in the Federated States of Micronesia poses need for financial resources to assist in addressing inflation in their respective economies; and

WHEREAS, the National Government has the control over the Compact Trust Fund, which is designed to assist the States in such manner, and the report on the Trust Fund gave reassurance that four percent (4%) being withdrawn would not interfere with the growth of the Fund; now, therefore,

BE IT RESOLVED by the Eleventh Legislature of the State of Yap, Third Regular Session, 2025 that the Legislature hereby requests the President of the Federated States of Micronesia to initiate, plan and execute the withdrawal of four percent of the funds in the Compact Trust Fund to be distributed to the four states in the FSM; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Speaker of the FSM Congress, the Governors of all FSM States, the Presiding Officers of the Legislatures of all FSM States, the Director of the Yap State Office of Planning and Budget, the Director of the Yap State Office of Administrative Services, the Chairman of the Council of Pilung and the Chairman of the Council of Tamol.
