WHEREAS, during discussions with the branches of the State of Yap Government, there is a dire need for the State of Yap to evaluate and assess the current taxation system for the State and such an activity calls for the Administration to create a specialized unit to initiate that effort; and

WHEREAS, the consensus between the heads of all Yap State Government branches that this effort be undertaken
as soon as possible and practicable; now, therefore,

BE IT RESOLVED by the Eleventh Legislature of the State of Yap, Fourth Regular Session, 2026, that this Legislature hereby respectfully requests the Governor to create a Taxation Reform Commission for the State of Yap; and
BE IT FURTHER RESOLVED that needed advisors or consultants and other needs for such Commission should be
included in a formal request for future submission to and consideration by the Legislature; and

BE IT FURTHER RESOLVED that certified copies of this resolution be transmitted to the Director of the Office
of Administrative Services, the Director of the Office of Planning and Budget, the Attorney General, the Governor
of the State of Yap, the Chairman of the Council of Pilung, and the Chairman of the Council of Tamol.
