WHEREAS, on May 22, 2025, the late Honorable Charles S. Chieng passed away in Oklahoma, USA, where he was undergoing medical treatment; and
WHEREAS, the late Honorable Charles S. Chieng was the Ninth elected Governor of the State of Yap, from January of 2023 to the date of his passing; and
WHEREAS, the late Honorable Charles S. Chieng was first elected to the Sixth Legislature in 2003, serving as a member of the Standing Committee on Resources, Education and Development, and he was again elected to the Seventh Legislature in 2007 as Speaker, and finally served as Chairman of the Standing Committee on Resources, Education and Development in the Eighth Legislature in 2011 — serving a total of twelve consecutive years representing the people of Yap; and
WHEREAS, the late Honorable Charles S. Chieng was an elected delegate to the Yap State Constitutional Convention in 2004, the first Convention since the ratification of the Yap State Constitution, and serving as a member of the Committee on Civil Liberties and Traditions, where he joined in support of various proposals designed to safeguard the cultural identity and traditions of the State of Yap while enhancing the State’s ability to develop economically; and
WHEREAS, the late Honorable Charles S. Chieng’s contributions, dedication, and commitment to the promotion and development of the State of Yap, and in particular the advancement and improvement of the Yap State Education system, the conservation and management of resources, the investment into the Youth and future of Yap, and the efficient operations of the government during his years long career are all paramount to his public service and are too numerous to be enumerated herein but they will always be remembered by the leaders and people of the State of Yap; and
WHEREAS, the late Honorable Charles S. Chieng’s identity as a statesman and a son of Yap is now and forever affirmed by his legacy of public service, sacrifice, and vision for the people and the government of the State of Yap; now, therefore,
BE IT RESOLVED by the Eleventh Legislature of the State of Yap, Third Regular Session, 2025, that on behalf of the State of Yap, this Legislature hereby expresses deepest sorrow, sympathy and condolences to the family, relatives, and friends of the late Honorable Charles S. Chieng, Governor of the State of Yap, for his untimely passing; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the family of the late Honorable Charles S. Chieng, the Office of the Governor of the State of Yap; the Speaker of the Yap State Legislature, the Chief Justice of Yap State Court, the Yap Congressional Delegation, the Chairman of the Council of Pilung; and the Chairman of the Council of Tamol.
