WHEREAS, on January 22, 2026, at the age of 71 years, the late Honorable Mathias Y. (Matt) Kuor passed
away at the Chuuk State Hospital in the State of Chuuk,
Federated States of Micronesia; and
WHEREAS, the late Honorable Mathias Y. (Matt) Kuor was a distinguished leader not only for the State of Yap,
but for the State of Chuuk and the Federated States of Micronesia and his contributions during his career are
immeasurable; and
WHEREAS, the late Honorable Mathias Y. (Matt) Kuor was born on November 25, 1954 on Houk Island, his father being from Satawal and Houk and his mother from Houk; and
WHEREAS, the late Honorable Mathias Y. (Matt) Kuor graduated in 1972 from Outer Island High School in
Falalop, Ulithi – Yap State, and he later obtained his Bachelor of Arts degree in 1976 from Willamette University in the State of Oregon, U.S.A; and
WHEREAS, the late Honorable Mathias Y. (Matt) Kuor began his public career working with Vincent Figir during
the First Yap State Constitutional Convention in 1982, and upon being elected in to the Second and Third
Legislatures of Yap State, served as a Vice Chairman on the Committee on Finance (1980-1984) and again as member in the same committee as well as Vice Speaker (1985- 1988), and he was elected to the Office of the Lt. Governor of the State of Yap where he served from 1995 through 1999 with the Figir Administration; and
WHEREAS, the late Honorable F4athias Y. (Matt) Kuor was exceptional in his island community, by fostering the cooperation between the many islands and atolls in his home region, and he further served as one of the client representatives for the people of Satawal, orchestrating and establishing the Satawal Island Trust Investment; and
WHEREAS, the late Honorable Mathias Y. (Matt) Kuor briefly served as Director of the FSM Disaster Office,
the predecessor of the current Department of Environment, Climate Change and Emergency Management (DECEM); and
WHEREAS, the late Honorable Mathias Y. (Matt) Kuor went on to work diligently as an honored public servant for the people and State of Chuuk through his election into the Chuuk State Legislature later in his life; and
WHEREAS, the late Honorable Mathias Y. (Matt) Kuor contributions, dedication, and commitment to the
promotion and development of the State of Yap and further on for the State of Chuuk are too numerous to be
enumerated herein but they will always be remembered by the leaders and people of the State of Yap, the State of Chuuk and the Federated States of Micronesia; now, therefore,
BE IT RESOLVED by the Eleventh Legislature of the State of Yap, Fourth Regular Session, 2026, that on behalf of the State of Yap and its Leadership, this Legislature hereby expresses deepest sorrow, sympathy
and condolences to the family, relatives, and friends of the late Honorable Mathias Y. (Matt) Kuor for his untimely passing; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the family of the late Honorable Mathias Y. (Matt) Kuor; the President of the Senate in the Chuuk State Legislature; the Speaker of the House in the Chuuk State Legislature; the Governor of the State of Chuuk; the Chairman of the Chuuk Congressional Delegation; the Chairman of the Yap Congressional Delegation; the Governor of the State of Yap; the Chairman of the Council of Pilung and the Chairman of the Council of Tamol.
