WHEREAS, after considerable and numerous meetings, communications, and engagements with the leadership and representatives of the Legislative Assemblies in the other three States of the Federated States of Micronesia concerning the need to revitalize an organization of our four State Legislative Assemblies to meet, to discuss, and to take definitive action on matters of common interest to our Federation, to our State Governments, and to our People, there is a clear consensus and conviction for all legislative bodies to re-establish formal and regular state legislative conferences through a formulation of an organization; and

WHEREAS, after extended discussions, a charter has been drafted with a descriptive title for this new organization that has been chosen to reflect our collective spirit of interstate cooperation, to wit: the “Association of the Legislature Leadership For the Unity of the States” (ALL4US); and

WHEREAS, the draft charter, which was composed for the establishment of the ALL4US association states as its purpose: “… to foster and encourage interstate cooperation in the research, development and expression of shared concerns and ideals, the embarkation on projects and programs of mutual interest, and the formulation of legislation of common interest to the State Legislatures of the Federated States of Micronesia. The Association is a voice of the FSM State Legislatures in national, regional and international affairs as they affect these constituent assemblies and the people they represent”; and

WHEREAS, the draft charter for the ALL4US association has been shared with all four FSM State Legislatures and its purpose, its objectives, and its organizational details have been endorsed by the leadership of each of our four State Legislative Assemblies; and

WHEREAS, Article XX of the draft charter of the ALL4US association states that: “This Charter shall be approved by a Resolution of Membership adopted by all four of the Participating State Legislatures endorsing and accepting membership in the Association of the Legislature Leadership For the Unity of the States, (ALL4US), which Resolutions of Membership shall be shared with all four Participating State Legislatures of the Association; PROVIDED that the Resolution of Membership for the Chuuk State Legislature shall be adopted by both houses of that Participating State Legislature”; now, therefore,

BE IT RESOLVED by the Eleventh Legislature of the State of Yap, Third Regular Session, 2025, that in accordance with Article XX of the ALL4US Charter, this Legislature hereby, through adoption of this resolution, officially endorses the formation of, and officially accepts Yap State Legislature’s membership in the Association of the Legislature Leadership For the Unity of the States, (ALL4US); and

BE IT FURTHER RESOLVED that certified copies of this resolution be transmitted to the Presiding Legislative Officers of the Kosrae State Legislature, the Pohnpei State Legislature, and the Chuuk State Legislature, the Governor of the State of Yap, the Chairman of the Council of Pilung and the Chairman of the Council of Tamol.
