YAP, FSM – June 19, 2026 — The Eleventh Legislature of the State of Yap convened its Fourteenth Session Day of the Fourth Regular Session on Friday, June 19, 2026, in the Legislative Chambers.

A quorum was established with members present including Honorable Speaker Nicholas Figirlaarwon, Honorable Vice Speaker Theodore “Ted” Rutun, Honorable Victor Bamog, Chairman of the Government, Health, and Welfare (GHW) Committee, Honorable Gabriel Ramoloilug, Vice Chairman of the GHW Committee, Honorable Pius Talimeisei, Chairman of the Finance Committee, Honorable John Mafel, Chairman of the Resources, Education and Development (RED) Committee, Honorable Liyon Sulog, Vice Chairman of the RED Committee, and Honorable Senator John Taweryan.

Speaker Figirlaarwon called the session to order and assigned Vice Speaker Rutun to serve as Acting Floor Leader due to absence of Floor Leader Terrence Fong.

During the session, the Legislature received communications from the Governor, the Council of Tamol, the Council of Pilung, state departments, and other entities concerning funding requests, nominations, public infrastructure projects, education initiatives, transportation matters, and various reports submitted for legislative review and committee consideration.

Key Measures Introduced

Bill No. 11-221 — Appropriates an additional $638,778 to support the Waab Community Health Centers within the Department of Health Services.

Bill No. 11-222 — Appropriates $124,735 in U.S. Federal grant funds for government programs and operations.

Bill No. 11-223 — Approves the reprogramming of certain previously appropriated funds.

Bill No. 11-224 — Provides funding for the St. Mary’s School to Archives Office New Walkway Project.

Bill No. 11-225 — Proposes amendments relating to waste management and election provisions.

Bill No. 11-226 — Proposes amendments concerning legislative compensation and allowances.

Bill No. 11-227 — Provides additional funding for a public health SSDI program.

Bill No. 11-228 — Authorizes the reprogramming of certain appropriated funds.

Board of Education Nominations

The Legislature also received nominations and introduced resolutions for the confirmation of the following individuals to serve as members of the Yap State Board of Education:

• Lourdes F. Roboman (Resolution No. 11-160)
• Aileen Tareg (Resolution No. 11-161)
• Jeffrey Filenguy (Resolution No. 11-162)

The resolutions were referred to the Committee of Resource, Education, and Development (RED) for reccomendations.

Additional Resolutions Introduced

The Legislature introduced Resolution No. 11-163 and Resolution No. 11-164, proposing salary adjustments for the Chief Justice and the Attorney General, respectively.

Committee Reports

The Legislature received reports from the Finance Committee recommending passage of several funding and reprogramming measures, including appropriations for health services programs, federal grant funding, and other government operations.

The Legislature also received numerous informational communications, including reports from the Office of the Public Auditor, correspondence regarding transportation and infrastructure matters, invitations to public events, and updates from various government agencies and organizations.

The Fourteenth Session Day concluded with adjournment and scheduled the Fifteenth Session Day for Monday, June 22, 2026.
