WHEREAS, the State of Yap is currently engaging in discussion with the United States Department of Defense regarding the planned use of the State of Yap as a defense site, with emphasis on the airport and seaport; and
WHEREAS, Executive Order 2025-04-A officially established the Yap- U.S. Military Operations (YUMO) task force to coordinate and work on behalf of the State of Yap directly with the United States in implementing the defense site plans and schedule; and
WHEREAS, with YUMO engaging in negotiations with the United States Department of Defense, this is an
opportunity for possible expansion of our field trip services with an additional ship to assist the current MV
Hapilmogol 2; and
WHEREAS, the MV Hapilmogol 2, a vessel owned by the National Government, currently operated by and servicing the State of Yap, is frequently in need of repairs and maintenance due to the non-stop services, which contributes to the wear and tear of the vessel; and
WHEREAS, the geographical layout of the State of Yap calls for a dire need to continuously have a seaworthy vessel for ongoing services, and acquiring such a vessel must be prioritized to alleviate the critical education, health, social and economic need of the State of Yap; now, therefore,
BE IT RESOLVED by the Eleventh Legislature of the State of Yap, Fourth Regular Session, 2026 that the
Legislature hereby requests the Governor of the State of Yap, with consensus of the leadership, to formally direct the Yap United States Military Operations (YUMO) Task Force to include discussions and negotiations for a new seagoing vessel for the State of Yap; and
BE IT FURTHER RESOLVED that the Governor calls for a leadership meeting to discuss this main issue and other
plans of the State of Yap in negotiations with the U.S. Department of Defense; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to HE Wesley Simina, the President of the Federated States of Micronesia; the Acting Secretary of the FSM Department of Foreign Affairs; HE Jennifer L. Johnson, Ambassador of the United States of America to the Federated States of Micronesia the
Honorable Andy Choor, Chairman of the Yap Congressional Delegation; the Honorable Francis Itirnai, the Governor of the State of Yap; the Honorable Viliame Lagonilakeba, the Attorney General of the State of Yap; the Honorable Cyprian Manmaw, the Chief Justice of the Yap State Court; the Honorable Thomas Falngin, the Chairman of the Council of Pilung; and the Honorable Paul Marlul, the Chairman of the Council of Tamol.
