WHEREAS, the late Honorable Jesse Torwan, from Okau Village in Weloy Municipality of Yap State, passed away on September 14, 2025, at the age of 63, having been born on September 18, 1961; and
WHEREAS, the late Honorable Jesse Torwan began his career as a Trade Helper in 1981 before working as a Radio Announcer in from 1982 to 1983, he worked for Tourism and Commerce from 1983 through 1994 before moving on to Youth Services from 2002 through 2007, and he was Chief of Personnel from 2007 through 2014; and
WHEREAS, the late Honorable Jesse Torwan was appointed as Associate Justice in 2014 until his retirement in 2024, having served the Yap State Court, the legal community and the people of Yap for ten years – bringing his experience in Yap traditions and culture, as well as his perspective as a spiritual and community leader into the judgments and determination of the Judiciary; and
WHEREAS, the late Honorable Jesse Torwan has contributed in numerous capacities, in government, in his Church and in the community with perseverance, humbleness and a true Yapese spirit; and
WHEREAS, the late Honorable Jesse Torwan will certainly be missed by the people and government of the State of Yap; now, therefore,
BE IT RESOLVED by the Eleventh Legislature of the State of Yap, Third Regular Session, 2025, that this Legislature hereby expresses deepest sympathy and condolences to the family, relatives, and friends of the late Honorable Jesse Torwan for his untimely passing; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the family of the late Honorable Jesse Torwan; the Chief Justice of the State Court of Yap; the Governor of the State of Yap; the Chairman of the Council of Pilung; and the Chairman of the Council of Tamol.
